Parish Councils are the third tier in the local government system. The Parish Council is elected to represent all of the interests of residents in respect of key local services, with particular focus on planning and development, traffic and transport, amenity areas and events in the community. The Parish Council provides many local services such as the cemetery, maintenance of commons and allotments, bus shelters and seating. The Parish Council is regularly consulted to give its views, on behalf of its residents, by other authorities - Hart District Council, Hampshire County Council, SEERA and the Government.

Odiham Parish comprises the ancient and historic villages of Odiham and North Warnborough, with Broad Oak, Hillside and Rye Common. It has a population of 4700 and is situated at the northern edge of the North Downs in the County of Hampshire. It is in Hart District Council. There are many historic buildings and three designated Conservation Areas - North Warnborough, Odiham and along the canal, encompassing Broad Oak.
The first written record of Odiham's existence is dated 1086 AD in the Domesday Book of King William I. Odiham Castle, which is actually in North Warnborough, was constructed around 1207, and was one of three castles built as an important royal residence of King John. It was from either Odiham or Windsor that King John rode out to meet his barons at Runnymede, where he signed the Magna Carta.
Odiham and North Warnborough are twinned with Sourdeval in the Calvados Department of France.
